The frequency of German ' balloons crossing the frontier has led France to levy high duties. -Four balloons alighted on French territory 3'esterday with insufficient funds, and" the ' balloons were confiscated. Another ' balloon dropped near Antwerp Citadel. After a denial the aeronauts confessed that they were German officers. ;
