A PORTUGUESE INCIDENT RECALLED.

Received April 5, 11.48 p.m. London, April 5. The Earl of Denbigh, addressing a meeting at Warwick in support of an extended naval programme; recalled the fact that in 1904 Germany desired to obtain- a footing in Madeira. Consternation was caused at Lisbon, when it was hinted that if refused the German fleet would visit the Tagus. The British fleet' from Gibraltar moved to tho vicinity of the Tagus,- and friendly information, was conveyed to Berlin of what had been done. The German Minister then informed the Portuguese Government that ho was sorry for his mistake. He had exceeded his instructions. The British fleet 'thereupon returned to Gibraltar.
