CANADA AND THE EMPIRE.
A PATRIOTIC RESOLUTION. THE LOCAL NAVY PROJECT. Received March 31, 9.45 p.m. Ottawa, March 31. Mr Foster, Speaking in the Dominion House of Commons, urged that Canada should contribute regularly to the Navy. . Sir Wilfrid Laurier preferred to follow the Commonwealth's example,- and provide the nucleus , of , a -.local ; navy. Perhaps in building her Navy, Germany was preparing to do td Britain at sea what she did to France on land. "No Britisher," he continued, "can be indifferent to such a prospect, and though the. danger is not imminent, we must beviligant, and be prepared to stump the country in the interests of the defence of the Empire." Ultimately, after the party leaders had cohf erred, a resolution was adopted, : leclaring that the House would cordiaßy approve of any necessary expenditure.for the speedy organisation of a Canadian naval service/ which ■would c<>-operate -with, the ; "Imperial Navy as the Admiralty suggested at the last Imperial Conference. ' The "Toronto Globe"' says that there i? no unanimity as to the precise course to be taken, : and - Canada will welcome a frank statement of what naval defence is best for Canada and the Empire.
