RECOGNITION OF THE ANNEXATION. GERMAN DIPLOMACY. COMMENTS BY "THE TIMES." Received March 28, 4.30 p.m. . " St. Petersburg, March 27. M. Isvolsky's decision that Russia was prepared to recognise the annexation of Bosnia and Herzegovina became known in St. Peter sburg from foreign telegrams, the discovery causing the greatest excitement. There are most heated comments in the Russian newspapers. • -■- ' London, March 27. "The Times" shows that after the military precautions by Austria and Germany to prevent any resistance to the Balkan agreements with the Porte, German diplomacy took the field at St. Petersburg; and wrested from.M. Isvolsky the declaration mentioned. ": The Times ' ' adds :— ' ' In the light of Germany's temporary triumph which cannot tend to permanent peace, the censure debate in the House of Commons has assumed a new and increased significance. .The British Navy," concludes " The Times," "has stood more than once between Europe and the claims of some great Continental Power to bo the sole and supreme arbiter of destinies." .
