"The Times' " New York correspondent says that Senator Payne's Tariff Bill shows nominal reductions, which are largely neutralised by subtle changes of classification. The Bill is being bitterly assailed as essentially, protective, and the maximum and minimum sections are causing anxiety at all the Embassies and Legations^ except the f British. Britain comes in at' the minimum rate.
