The correspondence relating to the Imperial General Staff scheme will be _ submitted to Parliament at Ottawa. It is understood that the principal x document is a letter wherein Mr Borden, Minister of Militia, recommends his colleagues'- acceptance, conditional upon the Canadian section of the General Staff being always under Canada's .sole control, and that _all communications between -.the - chief of the section and the chief of the Imperial Staff, except on routine matters, must first * be sumbitted to the Minister of Militia. - .7
