(Received March 7, 4.30 p.m.) London, March 6. l.ord Curzon, in a letter to "The r lm r e % shows that the Government of India will not be responsible to the executive of the Provincial Councils. He dwells upon the magnitude and importance of the change. The proposal was due to Viscount Morlev acting on tne advice of the decentralization commissioner Lord Curzon supports tne late Sir John Lawrence's dictum that personal administration^ by a single head, without a Council is the best form of government for India. < ' s _ Sir Walter Lawrence has resigned from the Council of India, it is understood, m view of misgivings on account of Viscount Morley's reforms.
