Four Labour members of 1 the Poor Law Commission presented a minority report, which' is attracting the attention, of the Radical press. The report includes Government subventions of Trades 'tJriions towards grants to the unemployed, and schemes of : work extending over ten. years and operating in times of depression. Lord Balfour of Burleigfi, estimates that the adoption of the proposals would involve an expenditure of £100,000,000 a year, against the present £20,00,000.
