[Pbess Association — CaPYßiniiT.i . London, Feb. 24. The Armj Council entertained at dinner at the Ritz Hotel, Mr Haldano (Secretary of State for War) presiding, Lords Curzon- and Mac Donald. In a friendly criticism of the Indian Councils Bill, now in the second reading debate', they strongly deprecated the appointment of natives*; on the Viceroy's Council. The Bill concedes Mahomedans separate electorates, and in; the Legislative Councils a number of seats in excess of their numerical strength.
