In the House of Commons, Sir Edward Grey, Foreign Secretary, replying to Mr Dillon, said that the Government had informed Russia that the best course for both countries was to stand entirely aloof from Persian internal affairs, but that if Russia was unable to do so, England was prepared to co-operate with her.
