The Poor La\y ; Commission's report recommends the title of "Public Assistance," instead of "Poor ' Law Relief," the abolition of guardians and workhouses, and the present poor law areas, and the transference of the work to the borough .and county councils, with experts helped by public assistance in the shape" of -committees, who will link private charities and public assistance,, ; ". The creation of labour colonies for unemployables is recommended, and also the creation of labour exchanges." The report is a gigantic one. covering 40 volumes of evidence.
