HARBOUR BOARD AND THE MINISTER. (From Our Own 'Correspondent.) Wellington, Feb. 17. Mr J. Graham, M. PS, had an interview with the Minister for Bailways (the Hon. J. A. Millar) this morning, with reference toinatters connected with the improvement of the accommodation. for vessels at the port of Nelson, lnteiviewed afterward*. Mr Graham stated that as the matter 'was still under consideration, nothing would be divulged for the present. He would say, however, that a . basis of negotiations had been arrived at, which he considered to be highly satisfactory. . The matter had been referred to a member of the Departmental Staff to be further dealt with, and a final understanding would not be reached for a day or so. " - .
