TPbess Association — Coptbighi.] Received Feb. 2, 11.10 p.m. ■ London, Feb. ,2. • Earl Roberts, the Duka of Wel-lington,-the Earl of Meatb, Lord Miln^r, Lord Cnrzon. and Lord Raglan, on bebalf of tbe National Service League, propose that;; all youths between the ages of 18 and 21, spend from four to six months in camp, to be followed by a musketry course and a fortnight's camp for three years. They estimate that the terriorial army- would be increased "* within four years to 400,000 men,, with 150,000 rebraits, and eventually a reserve, of 600,000, , at a cost.of four millions sterling. ■ ' t R'eferringto the present territorial force, they state tbat it would "riaf provide for.suffioient men 'in time of peace, the training is hopelessly* in -r, adeqate and the- burden' is unfair anincidence..; .
