' "The Times' " St. 'Petersburg correspondent says the crisis has been ended by Russia proposing to make good the difference in the indemnity offered and demanded. Kusr sia cancels sufficient of the remain-, der of the seventy instalments of the Turkish war indemnity, amounting fo 22 millions, to enable Turkey to borrow five million sterling, : Bulgaria undertaking to pay Russia £3,280,000 for interest and sinking fund. Instead of receiving eight million francs annually from Turkey, Russia will draw five milllion francs from Bulgaria. St. Petersburg, Feb. 2. Russia's scheme is due to M. Is* volsky. Ii; avoids Bulgaria borrowing upon extortionate terms and banding some control of the finances to a French syndicate. It doea not cost Russia a kopeck, and only extends the time of collection of the debt./ ,
