Mr Herbert Gladstone has circularised the Recorders and Chairmen , of Quarter Sessions, relative to" tlm ! colonial objection to public or offi-' cial encouragement being given to the emigration of parsons guilty of offences against the laws of Britain. Mr Gladstone expressed the hope , that no such encouragement will be given in future.
