SUBSTANCE OF THE INTERVIEW.

A SATISFACTORY CONCLUSION Received Nov. 18, 9.55 p .m. Berlin, Nov. 18. The newspsper " Doutscber Reichzanze.yr" officially intimates* that tbe interview between the Kaiser and Prince von Buelow lasted several hours. Prince von Buelow described the feeling manifested by the German people owing to the publication of the "Telegraph ! interview, and the Causes of this feeliDg explained, his attitude in the Reichatag. The Kaiser received tbe explanation with great seriousness, and announced his will in the following semis : He would not be swayed by exaggerations of public criticism, which he feels to be unjust, as his foremost Imperial duty is to secure the consistency of the Empire s policy while safeguarding constitutional responsibilities. Accordingly, the Kaiser approved of J^finCS VOa Buelow 'a declarations in the Reichatag, and assured him of nis continued confidence. Paris, Nov. 18. Tbe opinion is expressed ip Paris that while the Kaiser's declarations will alleviate Prince Buelow's position, they do not constitute any guarantee of real progress, in the direction of constitutional government.
