' It is stated at Vienna that Servia is arming far beyond her financial strength, and that, Austria, therefore, is reinforcing her frontier to prevent any surprise. Z^--:-^* London, Nov. 16. ; I Semi-official advices from Belgrade say that the anti-Austrian ferment in Bosnia and "Herzegovina is in- . creasing, and that risings in' several places are threatened. The authorities have ordered the notables to be confined to their nouse3 by the gendarmerie. Various garrisons have been strengthened, and mines have been laid in the mountain passes. Constantinople, Nov. 16. Owing to the movements of the Servian and Montenegrin troops towards JSJovibazaar the Porte has decided on military measures, in tbe districts bordering ou tnese states.
