INSURANCE AGAINST UNEMPLOYMENT. [Press Association— Copyright.] Berlin, Nov. 15. In the Reichstag, Herr Molkeobuhr, Social Democrat, mentioning the estimate of 420, 000 unemployed in Germany, asked for the establish' ment of a system ef State insurance against unemployment, costing £11,000,000 annually. ; Hetr von Bethman Hollweg, Seoretary for the Interior, replied that most of the causes of the. crisis had diminished, and the financial conditions bad improved. There were 27---10 th per cent of workers in GermaDy unemployed in July compared with 8 l-sth per cent in England and 83---10 th per cent in France. A POSTPONNEb AUDIENCE.
