The "Chronicle" says that although the idaa behind Mr Burns' unemployed ciicular was correct, it was unfortunately folded, and seemed to restrict the removal of disqualification, whereas •Mr Asquitb meant it absolutely. The paper adds ttiat- it remains the duty ' of the committees to investigate each case on its merits., as they are unable to disqualify a man from a assistance on the ground that he was similarly assisted ttvo years running. But neither must tbey assist him unless be be otherwise qualified.
