THE NAVY ESTIMATES. London, February 13. The Radicals are strongly pressing the Government to reduce the Navy Estimates. Mr Wyndham, ex-Secretary of State for Ireland, addressing the'l9oo Club, said that if Britain wished to retain the supremacy of the sea she must increase her Dreadnoughts and complete the naval base at Rosyth without delay. Britain, he added, must never lower the Union Jack before tho red flag of cosmopolitan Socialism. In the House of Commons the debate on the "guillotine" resolution has begun. Sir H. C. Bannerman was conciliatory. He confessed that the Lords were justified in rejecting two measures submitted too late io the last session in order to give them due consideration. He maintained that the Commons had maturely considered the bills in queston, and it was unnecessary to waste, time in debating them again. Mr Balfour strongly denied that the House bad adequately discussed tbe measures (the Education and Scottish Small Holdings Bills). Kef err ing to the by-election Mr Balfour said the Government was cot in a position to revolutionise the ccnsitution. „
