The prospects of the Peace Confer^ ence approving of Bonia form of obligatory arbitration have materially improved since the delega- ' tion agreed to support niany of the Portuguese popoaals regarding subjects of the Powers should they be willing t6 Submit to arlntmtion. Britain reserves vniious subjects which affect extra teiritorial rights or concern domestic legislation.
