RUSSIAN AFFAIRS.
St. Petersburg, August 19. Colonel Schnoelter, Commander of Bralyatok Station, jhas been assassinated. He was regarded as an abettor of a Pogram (reactionary) Band. The Union of the' Russian People has petitioned the Czar to exclude entirely Jews from the Duma, in order to maintain a genuinely Russian Duma. The Czar has expressed approval of the proposal.
