PLAGUE COMMISSION.

Received August 19, 10.44 p.m. Calcutta, August 19. The Indian Government states that the Plague Commission has deoided that bubonic plague is spread by; rats; that the vehicle of contagion is tbe rat flea. The plague germ's, life in the soil, floora and walls is of short duration. The Government recommend the destruction of rats, the improvement of houses, and the protection of grain stores, in order 1 to reduce the food of rats; also the 1 removal of people to temporary dwellings and innoculation wbile avoiding action calculated to excite popular opposition.
