RICHMOND BOROUGH COUNCIL

The monthly meeting of the Richmond Borough Council was held on Tuesday evening. Present — The Mayor "(Mr A. Sheat), in the chair, Crs Hunt, Wilkes, Hart, Fanzleow and Little. The minutes were read and confirmed. Accounts were Submitted as follows: General account, £92 19s 2d; Water Supply account, 16s; Cemetery Trust aaccount, £1 ss. In two cases the accounts were challenged, and the Clerk was directed to retain the cheques pending further inquiry. With these exceptions lhe acconnts were passed for payment. Crs Hunt and Hart reported having, as requested, interviewed certain residents as to lopping trees overhanging the road, and they had nc doubt the matter would be attended to in due'course. Correspondence was received as follows : — From the Chief Postmaster, acknowledging receipt of letter from Council re the appointment of a letter carrier for Richmond, and promising attention to the same. From E. E. Tucker, accepting the Council's terms for extending the water service to his premises. From Messrs Bisley Bros, and Co., stating that it was their intention to proceed with tbe formation of the new streets through Henley Estate, and requesting to be informed what the Council's requirements were in reference to same. The matter was fully discussed and the Council agreed upon what they would require to be done before taking over the streets, the same to be communicated to Messrs Bisley Bros,, and Co. * From the Municipal Association, giving a definitioon of a^'Common Lodging House, " wiich! 1 it recommended all Councils to adopt. From the Secretary to the Volunteer Fire Brigade, asking whether any action had been taken to povide membeis who have served five years as firemen with medals, as requested soma time ago. It was stated that silver medals would cost £1 4s 6d each. Several Councilors expressed the view, that whilst fully recognising the claims of the firemen to recognition, the many other demands upon the Couucil's limited resources, rendered the expenditure at tho present time scarcely justifiable. It was resolved that the Council fully recognise the firemen's claims to the decoration, and that should the Borough come under the new Fire Brigadesßill next year they will endeavor to see that medals are provided. Mr H. Macmabon wrote, stating that he was negotiating for the sale of a part of his land on Wensley road, and requesting to be informed whether, in the event of a sale, the Council would require the dedication of a strip of the frontage for widening the road. It was resolved that the Council will not require the dedication of any land, being satisfied with the present width of the road. The Mayor read a letter from the Mayor of Wanganui, coveiing subscription lists for the ptoposed testimonial to W. Webb, and requesting assistance and co-operation in the matter, also inviting the Mayor to be present at a demonstration to be held at Wanganui on Webb's return. The Mayor expressed his willingness to take charge of any subscriptions that might be offered, and it was resolved that the lists be placed in a conspicuous place. Mr Witts, an Acetyolene Gas expert being in Richmond attended by in-

vitation ahd gave some information regarding acetylene gas installations, the cost of generators of various capacity, etc. Mr Witts was thanked for the in formation afforded, and the Council resolved to hold a speioal meeting a week hence to consider the same. The Works Oommittee reported that the Stoke Road Board had rej quested that the Council put in a i pipe culvert afc the jurictioft of Smith's road and Champion road. The question was whether this work properly devolved upon the Council or the Stoke Road Board, Smith's road being in the Board's district. , After discussion it was resolved that the matter be referred to the Works Committeej and that they and the • Mayor visit the spot and ascertain • the Council's position. — Re the ; bridge on Salisbury road, the Works ! Committee reported that only a por r tion of the deck required renewing, a large portion appeared to be quite sound. — the Committee was requested to take the necessary steps to get the repairs done. Tho Town Clerk was instructed to ' send notice to several residents to clear tbe roads of briars and othor [ noxious growths in front of their properties, also to sue for all arrears [ of rates after fourteen days' notice. 1 A special meeting was then held, the same members being present. It was resolved on the motion of Cr Hunt, seconded by Cr Hart, That ' a General rate of three farthings in i the pound be struck upon the rate- [ able value of all rateable proporty 1 in the Borough, for the year com- , mencing Ist April, 1907, and ending ' 31sfc day March, 1908.
