In the House of Lords, Lord Rosebery declared his intention to vote against the Scottish Small Landown ers' Bill, objecting to the introduction of the poisonous baoillus of the Irish agrarian system. Lord Balfour, of Burleigh, moved amendment equivalent to rejecting the Bill. In the House of Commons, Mr Churchill, Under-Secretary for the Colonies, introduced the Transvaal Loan Bill. Mr Ellis J. Griffith, Liberal member for Anglesey, has been appointed Recorder of Birkenhead. In the House of Commons, in the report stage of the debate on the English Small Holdings Bill, an amendment in favor of the ownership system waa defeated by 217 to 84. In the House of Lords, Lord Balfour, of Burleigh, withdrew hiß amendment to tbe Scottish Small Holdings Bill in favor of Lord Lansdowne's proposal to adjourn the debate on the second reading until the Lords have considered the English Land Bill. This course was agreed tb by a large majority, despite Lord Ripon's vehement protest against such unpresented treatment of t a Government measure.
