THE CO-OPERATIVE SYSTEM.

The Premier defended the cooperative system in the House last night. On the whole, he said, it had been a good thing for this Colony, as it had, prevented an excess of labor, and in other ways had done good. The Government very properly had called for tenders for the Arthur's Pass tunnel. This had to go through a mountain for five miles, and no one could say what tne_ condition of the tunnel would be, as it was being pierced. The material to be bored might be soft, or it might be hard granite, and from every point of vie^v it was eminently a work which should be carried out by contract.
