Received July 23, 9.58 p.m. Mr Henniker Heaton has appealed to Mr Buxton to postpone adhesioi to the Radio Telegraphic Conven tion to be held in Berlin. The Times suggests convening a Subsi diary Imperial Conference to in quire into the Convention so thai the Empire may act as a corporate whole whether it adheres or ab stains.
