A Public Health Act Amendment Bill,. Introduced in the name of Mr Fowlds, makes provisoiti for th§ isolation of persons suffering from infectious diseases in places where no hospital is available, and two or more districts, or hospital^boards, may combine in providing a sanatorium for persons suffering froiii con-i sumption; It is set, out in the Bill that no person shall carry on any offensive trade, other than slaughtering, unless with the consent in writing of the local authority, and under a license issued by the Govern-or-in-Council on the recommendation of the Minister. Such license shall be issued on payment of a fee of ten shillings, and shall continue in force until the 31st day of December following the date of its issue. Any such license may at any time be revoked by the Minister. District Health Officers, or medical officers duly appointed by an Education Board, are empowered to enter any public school building, with or with out the consent of parents or guardiaris, examine the children attending the school, and notify the parents or guardians of any such child of an^ disease or bodily defect from which the child may be suffering. Clause 9 is an important amendment to the existing law. The Act of 1903 provides, amongst other things, that the Governor may make regulations "requiring the ingredients of patent medicines" to be disclosed at or prior to the sale thereof. Clause 9 of the new bill makes" the definition "patent medicine" to include all proprietary and seoret remedies and infant and patent foods. Plans of sewerage works contemplated by local authorities are to be submitted to the Department for approval. The bill makes it illegal for any person after June 30th to manufacture or selL any toy or wall paper or other decorative paper or paper serviette, or paper used in the enclosure of any article of food, in or upon which is any paint, color, facing, dressing, size, or varnish containing arsenicum, or lead or antimony, in any form or compound, or any specified substance exceeding such allowable quantity as may be prescribed by regulation.
