RUSSIA AND MANCHURIA.
London, September 16. Advices from Fekin state that Russia has announced that she will be unable to evacuate Northern Manchuria before April, owing to internal troubles.
Tokio, September 16. The Japanese Press complain that Russia has opened no places to trade in Northern Manchuria according to the treaty, while Japan has opened six Southern Manchurian ports.
