President Roosevelt's message to Congress states that Mr Garfield's report shows that the Standard Oil Trust benefited enormously by un- 1 lawful secret railway rates. He| advises entrusting the Government j with power to control inter-State commerce, to curb monopolies, and prevent railways making coueessions to powerful trusts which the rail-* ways are powerless to control.
