THE MOROCCAN CONFERENCE.
Received February 19, 9.14 p.m. St. Petersburg, February 19. At the Algeciras Conference, Germany proposed that the Sultan should choose the Foreign Officers to control the native police, or that the control should be entrusted to diplomatists at Tangier acting through a high officer belonging to a neutral Power. France is willing to leave the organisaion of the police to the Sultan, if French and Spanish offioers exercise control in the maritime towns, and is even willing to discuss the principle of "supervision. The "Temps" declares that France's last word has been, spoken.
