THE POPE'S ENCYCLICAL. Received February 19, 9.39 p.m. Rome, February 19. The Pope haß addressed an encyclical to the clergy and people of France, expressing great grief and anxiety in consequence of the Separation Law, which violently severs the immemorial ties binding France to the Holy See, placing France in an unworthy and lamentable position. The Pope condemned the law as contrary to the Church's divine constitution, and destructive of the Church's liberty, also as despoiling her property. Such actioD, he said, was bound to injure tbe internal peace and unity of France. The "Temps" says that the Pope's anathema is dignified, impressive, but platonic.
