The oil producers at Baku inform the Government that owing to the inability of the police to protect them they have commenced paying notorionus bandits enormous monthly ransoms for safety of life and property on the oil fields, but blackmail acd robbery began after the appropriations from the iohabi* tants of the ownership of petroliferous lands which had reverted to the State.
