M. Beau, the Governor-Geuernl of Indo-Chiua, and M. Jonquieres report that the Baltic fleet lias nol; been seen in Indo-China wators for several days.
Reliable information has reached Tokio that plnguo is raging at Harbin, that there are three hundred deaths daily, and nniy a few recoveries. The medical staff is inadequate and the hospitals are 11 lied.
