FURTHER DISTURBANCES. London, March 20. The Czar has begged M. de Witte to withdraw his resignation from the Council of Ministers. Received March 21, 9.45, p.m. St. Petersburg, March 21. Ministers at St. Petersburg are elaborating administrative reforms in Finland, with a view to pacification. A young man named Remikka shot and seriously wounded the Governor of Viborg, Finland. Peasant disturbances in the Kntaio, Kursk, Minisk, and Tamboff districts are spreading.
