THE DISARMAMENT SCHEME.
Paris, September 3. The Czar informed France of his disarmament proposals slightly in advance of the other Powers, but too late for the Cabinet to consider it. The "Figaro" states that an extraordinary session of Parliament will probably be held. President Faure has postponed his intended visit to Havre. Sydney, September 3. The Women's Christian Temperance Union Convention is forwarding to the Czar a resolution thanking him for his disarmament proposals.
