London, August 14. Th<3 ' Times ' special correspondent at Tientsin says that the Chinese Government is lielpless owing to the confusion which reigns all over th* Empire. The officials are incapable of decisive action or of exereieicg effect ye authjrity. Strious reeults are probable unless tbe Powers take precautions.
