The Council met at 2-30. Mr Montgomery asked for the appointment of a committee to examina into and report upon the Bank of New Zea'and Estates Compaay and its relations with the Bank of New Zealand. Mr Shrirnski thought that the Council asa whole should discuss the matter in Committee. Mr Pharazyn thought the better course would have been for the Government to have set up a Royal Commission to investigate the ! quKstion daring the recess. Mr Stevens said that before any steps should be taken ti separate the institution further investigation should rndoabtedly be made. The Estates Company had been, and was a dummy company. After further discußSjn the moiion was agreed to. A motion for the committal of the Criminal Code Act Amendment Bill was carried by 27 to 15. la Committee on the Bill Mr MeLean moved that as well as Louis Chemie, anyone else should have a right to apply fir a new tria'. This amendment was rejected on the voices, and the Bill passed through Committee without alteration, being alterwards read a third time, and passed without division. The Counoil rose at 4 p.m.,

The Housa met at 2-30. Mr McNab resumed vhe financial debate. He did not approve of the operations under the Con oh Aot of last session, but he warmly praised the administration of the Agricultural Department, and thought that much friction would have been avoided if the Advance? to Fettlers Act had not oome into force till after the 31st March. Mr McGuire condemned the Budget aa a most misleading and fictitious one. The polioy of the Government had stopped enterprise, and robbed the people of their self reliance. Mr La-nach thought there was very little barm if very little good in the Budget. Be cpmplimented the Treaeurer on the way in which he had sst oui hia figures. He wa3 oppose! to the Tariff proposals in toto, and would prefer to acs the Government copce down with either a Freetrade or a Protective Tariff. He regretted that there was not some encouragement givr n to the mining industry, and be caw m reason why £260.000 ahould not be raised for the purpose of advancing to miners. With regard to the Bank of New Zealand acd the Estates Company, the House had the alternative either to put them in a satisfactory position or to wind them up. He suggested tk«t the Government should go in for a loan of five millions to begin with, to ba Bpent on unfinished works, as the Colony was now ripe for a more progressive pol ; cy than was being pursued, be objected to financial rest, which really meant financial seniliry and decay. The House adjourned at 5 30. The H<U3e resumed at 7*30. Mr Tamer ref-ured at s^me length to the report ot the Tariff Commission, and slid there were only eight recommendations made by the Commi^ion which the Government had noi adopts J. H<* strongly condemned the Budget proposals of the Treasurer, and also the proposed treats. Mr Stevens warmly praised the Colonial Treasurer for what ha had done in Knglaod. He did not believa in the policy of Freetrade and it wo aid be a bad day for New Zealand when it adopted suoh a policy.
