London, 'August 13. If tbe Viotorian Government will guarantee a reasonable quantity cf produce shipments, the Manchester Committee will nppr. aoh the London shipping ring and try to arrange a weekly servioe for five months in the year, and a monthly ter vice for the remaining seven months, London and Manchester j.articipating in tbe trade. If tbe ring refuse their overtures, the Committee hope a guarantee will be given, so as to enlitt Manchester oapital to establish a tentative direot servioe.
