Gentlemen —Numerous electors haying expressed their wish that I should become a Candidate for the scat in the House of Representatives vacated by Mr. Stafford, I am induced to place myself at your disposal, and therefore at once proceed briefly to state my opinions on the most important questions at present before the Colony. Depression of trade and a falling revenue imperatively demand that vigorous economy should be pursued in every branch of the Public Service. Simplicity of accounts is one of the most important means to effect this reform ; otherwise establishments are likely to be needlessly increased, and the existence of abuses is concealed. Determined to use my utmost efforts in this direction, I should still, if elected, support all measures requisite to bring the native war to a satisfactory close, which can only be attained when the cannibal murderers have received full punishment for their atrocious crimes. The preservation of New Zealand as one united Colony appeal's essential to its progress in population and commerce, and all attempts at separation would meet my firmest opposition, under whatever^ pretext, or from whatever quarter they might come. Provincial institutions have played an important part in the settlement of the Colony, and I should not be content to see any course pursued that would tend to do away with them, so long as they can be beneficially maintained. Without forgetting the welfare of the Colony, I should guard the interests of Nelson with jealous care, and try most strenuously to procure the rejection of every scheme prejudicially affecting its just claims. Having no party bias, nor any object but tho public good, my endeavor would be to give an independent support to the policy best calculated to advance the prosperity of the Colony. During the whole session of the Assembly I should be found at my post, my engagements being such as to afford leisure for the full performance of Parliamentary duties. On the day of nomination I shall be prepared to enter more fully on the topics I have now merely glanced at, and also be ready to answer such questions as you may be pleased to put. I, therefore, Gentleman, come forward as a Candidate, soliciting the suffrages of the constituency to return me ns your representative for the City in the General Assembly, to fill the vacancy caused by the resignation of the Hon.
