REGULAR FORTNIGHTLY MEETING ADMINISTRATIVE WORKS Tlje Mayor (Mr G. Spinley) presided at the 'regular fortnightly meeting of Te Awamutu Borough Council on Monday evening, there being also present Crs V. A. De Coek, G. S. Clarke, A. H. Roberts, S. J. Nobes, W. F. Woodward, and E. Hopping. Leave of absence was granted to Cr F. eParsons. A special meeting was held prior to the general meeting for the passing .of a special order in terms of notice given for the easing of road corners in Brady and Roche Streets. Also, in terms of notice of motion given, Cr De Coek moved the rescinding of an earlier motion affecting the resignation of the town clerk. To comply with audit requirements another resolution was carried granting six months’ leave, to be followed with a further six months of superannuation. A committee was set up to consider arrangements preliminary to the inviting of applications for the appointment of a town clerk to succeed Mr Bockett. The Mayor, Cr De Coek, and the town clerk were appointed to consider the position. The town clerk reported that the Government subsidy (£3BB 9s lOd) on rates had been received. This was for the 1945-46 rating period.—Noted. The Controller and Auditor-General returned the balance- sheet and accounts of the Council for the year ended 31st March, 1946, duly certified. To a question, the town clerk said no tags had been appended to the accounts, which complied in all respects. A request was for permission to hold a street collection in Te Awamutu. to aid the Makogai Lepers’ Christmas Fund Appeal. As only one day a month is allowed, no date is available prior to December. Consent was given. . The Ministry of Works sent details of the Waikato ten-year plan.—Received. The Department of Housing Construction wrote in respect to land for housing between Teasdale and Rewi Streets. A plan was submitted showing a street 40 feet wide, as differing from the 50 feet originally discussed. The narrower street would permit a building section fronting Teasdale Street, and the Council was asked to approve the amended plan. In a further letter the Department explained the proposed scheme of sub-division, and asked tentative approval of several alternatives which would arise in the provision of access to adjoining back lands. Some consideration was given to the alternative schemes of sub-division, it being thought by the Council that in another six or eight months the Department might get somewhere. Finally tentative consent was given. Mr E. V. Willers and family thanked the Council for its message of sympathy at the time of bereavement. The District Public Trustee advised that £l6OO of the conversion loan would fall due for repayment on 30th October. The Council was asked to confirm the amount. It was' also required that the bankers return the cancelled debentures. —The clerk to attend. Through his solicitor Mr Ken Lewis said the use of his property for the purpose of connecting another property with the sewerage service could not be approved without opportunity for studying the plan. It was asked that the Council endeavour to avoid the passage over this property.—The foreman was instructed to prepare and submit the plan to the propertyowner. Otahuhu Borough Council offered fire-fighting equipment for sale, and invited a tender price to be submitted.—Referred to the Fire Board. The district officer, Transport Department, Auckland, noted the Council’s request that rental cars be authorised to operate in Te Awamutu. It was probable that several applicants would be applying for licenses. The secretary of the Professional Engineers’ Association forwarded for the information of the Council a model set of conditions of appointment and schedule of duties for city, borough, and county engineers in New Zealand. He suggested that the Council give favourable consideration to the adoption of same when calling applications for any vacancy in the office of engineer.—Noted. The town clerk, Hamilton, advised that Wiaihi Borough Council and Raglan and Hauraki Plains County Councils had all declined to accept the proposed method of allocating heavy traffic fees, and the Minister had accordingly been advised that as there was no prospect of the local authorities agreeing it would be necessary for him to make the allocation.—Noted. Details were submitted as requested by the importers of road sprinkler sweeper collectors and compressing refuse collectors. —Consideration was deferred. The Dominion Settlement Association advised the recommendations of a Parliamentary Select Committee to consider ways and means of increasing the population of the Dominion— A substantial immigration policy was urged, and the Council was asked to endorse such as being in the national interest. It was added that many inquiries were being received from most desirable immigrants who could bring enterprise and capital with them.—Recognising the need for immigration, councillors referred to the many artificial regulations which restricted enterprise in New Zealand. It was felt that that policy did not allow any worth-while immigration being contemplated. The Auckland and Suburban Drainage League acknowledged correspondence from the Council as well as letters from Mr W. S. Goosman, M.P., which had been noted with interest. The co-operation of the Council was appreciated. A Wellington investor wrote offering to subscribe the full amount of ,

the £40,000 sewerage loan at a charge of 34 per cent. The term of loan could be either 25 or 30 years, as the Council desired.—Deferred for consideration.
