FUNCTION OF STATE
“The function of the State is to encourage its nationals to do as far as is humanly possible without it, so that a vigorous and regional self-govern-ment is its true purpose, not a bureaucracy using revolutionary powers to paralyse it. As the seat of the nervious system of the body politic, to preserve the continuity of the national tradition, nursing its richness and discouraging its ranker growths, is the only object of the State’s existence.”—From The English Countryman, by H. J. Massingham.
