SOME SOUND ADVICE AFRICAN FINANCE MINISTER “Where circumstances vary as much as they do between one citizen and the next, no hard and fast rules can be laid down—but it is the duty of us all in these times to set for ourselves a new standard of individual saving. Let me make to you one or two suggestions in this connection. Make no purchase without satisfying yourself that you cannot do without the article for a little longer. Exercise rigid economy, especially in the purchase of imported goods. So far as local purchases are concerned, if there is a shortage and a consequent price increase, even if you have the money to pay the higher price, do your best to do without the article where possible, using a cheaper substitute. Abstain from the purchase of fixed property at inflated prices, thus stimulating speculation, which can only lead to a collapse. Finally, do not talk and think in terms of ‘business as usual.’ That slogan does not apply to-day. It is a wrong attitude of mind to expect to grow rich, and to behave as though we were rich, when we are devoting our resources on a large scale to the waging of war.” — Mr J. F.
