TESTING FOR ACCURACY During the consideration of the Works Committee report at the Borough Council meeting on Thursday evening, Cr. L. S. Armstrong wanted information as to how water meters were installed and tested, and when assured that’the works foreman has apparatus for thorough testing, he expressed the opinion that the work was such as to require the attention of an expert. He reminded councillors that consumers had to rely on meter accuracy. Cr. Spiers said he had watched Mr Close cleaning and testing the meters and considered the work well and thoroughly done. Cr. North, concurred, and urged that all meters be tested, as the Council had been losing a good deal of water. • The engineer, Mr Worley, said he had also seen Mr Close testing, and considered him fully competent, having learned the art in the Wellington City Council’s workshop. This prompted a discussion as to the duties of the works foreman,in which the chairman ruled definitely that the foreman had been given wide authority to purchase materials. Cr. Armstrong wanted all purchases made through the Town Clerk, and estimates obtained first. Cr. Brookes said months ago the Council decided that tenders must be procured for supply of a year’s estimated needs, supply to be made as required. That decision should be adhered to. To the chairman, Cr Brookes said no tenders had been invited within the past year. The chairman knew very well that that was so. Cr. Armstrong considered the Council should place its larger ciders with the manufacturers or wholesalers. The aspect was noted, and the Works Committee was requested to put into effect the earlier instruction regarding tenders and estimates.
