“If the diplomatic preparations for the new Locarno Conference are bound to be long and probably difficult, there is, at any rate, in recent diplomatic history, the example of the successful Montreux Conference to encourage in all countries the beJietf that the revision of treaty conditions can be achieved successfully and without recrimination by negotiation. It is not necessary to have recourse to the crudei method of the fait accompli unless the claims for revision exceed all reason. Ths Mediterranean area., recently regarded everywhere as one of the gravest danger spots in Europe, has also provided certain further CA-idence of improved conditions.” Yorkshire Post.
