“The vision of discussing delicate international problems by public question and answer may be doubted, but that point aside there was certainly nothing either acrimonious or inquisitive in the request for more explicit information on the debatable points of Herr Hitler’s peace plan. A democratic Government would probably have found no great difficulty in giving an explicit answer to simple questions. Herr Hitler’s failure to do anything about the British questionnaire need not be made a matter for recrimination. But his methods of conducting international affairs does create an atmosphere of uncertainty, which may as likely as not react against his own best interests. The best way of adjusting international relationships was that chosen by Turkey in seeking agreed revision of the Straits Convention. Optimism must be restrained until it is seen whether Germany and Italy intend to make Montreux their model.—“ Glasgow Herald.”
