A democratic Government would probably have found no great difficulty in giving an explicit answer to simple -questions. Herr Hitler’s failure to do anything about the British questionnaire need not be made a matter for recrimination. But his method of conducting international affairs does create an atmosphere of uncertainty, which may as likely as not react against his own best interest. The

better way of adjusting international relationships was that chosen by Turkey in seeking agreed revision of the Straits Convention. Optimism must be restrained until it is seen whether Germany and Italy intend to make Montreoux their model.”
