“The Four-Povyer Treaty of Washington precludes any Power from offering advice or assistance to China on its own account. The Powers must act together, and it is not always easy for them to agree to act together. But they* must agree and they must act, and that promptly, unless they are content to see China sink into the abyss while they are debating common measures for her preservation. Time is the main factor in the problem. Every day’s delay makes the process of dissolution more rapid. It sees the shadowy Government of Peking become more shadowy yet, the arrogance of the Tuchuns and ‘militarists’ increase, the. brigands grow in number and in audacity, the prestige of foreigners decline,”—The Times. /
