OPTIMISTIC FEELING IN PARIS London, December 3 Paris newspapers assert that there is every reason for optimism, and that the entry of Roumania on the side the Allies is assured. Other telegrams announce that Roumania has arranged for the transport of Russian munitions and goods across the railways.
