It is announced that Germany is seeking to arrange a -ettlcu.ent of the Bulgarian difficulty, wh.ch shall bo satisfactory both to Au-trii and Russia, -whereby Rusda would iecogni?o the recently elected S-brar.je, and the Great Powers would sanction the union of Bulgaria and Roumelia. The departure cf M. do Stael, the Ru=>sian ambassador for St. Petersburg, is stated to have no political significance.
